Trenese Hicks

Trenese “TD” Hicks is the Founder and President of Lisscombe Solutions, a woman- and minority-owned federal subcontracting firm delivering program-aligned staffing, compliance infrastructure, and operational support to 8(a) firms, primes, and government agencies.

With more than 20 years of experience at the intersection of government contracting, talent strategy, and workforce mobilization, TD is known for her ability to build high-performance teams that meet the demands of complex, compliance-driven programs. Her career began in 2000 on an $835 million defense contract supporting the Department of Defense—a role that launched a career defined by cleared staffing, federal readiness, and operational scale.

She has overseen workforce strategy and stakeholder engagement for talent initiatives at Zoom, General Electric, Microsoft, PwC, and Panasonic. In these roles, she partnered with executive leadership to build cleared and non-cleared teams across cybersecurity, engineering, IT, and mission-critical functions. Her experience spans the full federal staffing lifecycle—from capture-phase labor design to mobilizing site-ready personnel for high-stakes programs.

Today, TD leads Lisscombe Solutions with a focus on excellence in subcontract delivery and workforce operations. Under her direction, the firm supports task orders for the VA, U.S. Army Corps of Engineers, GSA, DHS, and other federal programs across construction, professional services, and infrastructure.

She holds a degree in Psychology from Southern University in Louisiana and leads the firm from its headquarters in Atlanta, with regional offices in Huntsville, AL, and New Orleans, LA.
