Contract Type: Federal Indefinite Delivery, Indefinite Quantity (IDIQ) Contract
Expected Start Date: April 2025 (Pending Task Order Release)
Compensation: Commensurate with experience (includes competitive salary, medical, dental, vision, life insurance, short- and long-term disability, and paid time off)
Position Overview
Lisscombe Solutions, LLC is seeking an experienced Federal Construction Superintendent Subject Matter Expert (SME) to lead and oversee large-scale federal construction projects. This role requires extensive knowledge of federal construction regulations, IDIQ contracts, and task order execution. The ideal candidate will have a proven track record of managing federal construction sites, ensuring compliance, and delivering high-quality projects on time and within budget.
Key Responsibilities
Project Management
- Oversee all on-site construction activities, ensuring adherence to project timelines, budgets, and federal regulations.
- Develop and implement work plans, schedules, and resource allocation strategies for assigned task orders.
- Monitor project progress, assess risks, and implement corrective actions as needed.
Quality Control & Compliance
- Implement and enforce quality control measures to meet or exceed federal construction standards.
- Conduct regular site inspections and audits to identify and resolve any compliance issues.
- Ensure all construction activities align with FAR (Federal Acquisition Regulation), DFARS, and USACE guidelines.
Communication & Coordination
- Serve as the primary liaison between federal clients, project stakeholders, and subcontractors.
- Maintain clear, consistent communication with all project parties and provide regular status updates.
- Prepare and present reports, project documentation, and progress assessments to internal and external stakeholders.
Regulatory & Contractual Compliance
- Ensure all project documentation, daily logs, inspection reports, and change orders are properly maintained.
- Oversee project closeout procedures, ensuring compliance with all federal contractual requirements.
- Support legal and regulatory reviews, assisting in contract negotiations as needed.
Qualifications & Requirements
Education
- Bachelor’s degree in Construction Management, Civil Engineering, or a related field (Advanced degree preferred).
Experience
- Minimum 10 years of experience in construction management, specifically with federal construction projects.
- Strong experience managing large-scale construction sites under IDIQ contracts and task order-driven projects.
- Proven success in leading multi-million-dollar federal construction projects from inception to completion.
Certifications
- PMP (Project Management Professional) or equivalent certification preferred.
- OSHA 30-hour certification or equivalent safety training is required.
Skills & Expertise
- In-depth knowledge of federal construction regulations, including FAR, DFARS, and USACE standards.
- Strong leadership, communication, and organizational skills.
- Proficiency in construction management software and tools.
- Ability to manage multiple task orders in a fast-paced environment.
Work Environment & Physical Requirements
- Ability to work remotely with periodic travel to project sites.
- Must be able to lift up to 15 pounds when required.
- Prolonged periods of working at a desk and computer usage.
